Two words-- Dremel tool. Use one of the metal burrs-- they make one that is a cylinder. This has to be done with a steady hand, supreme patience, and a steady hand. Did I say that twice? Take little bitty swipes across the foot and try to slowly reduce it. Another option is to find one of your friends who has a bench-mounted sander that comes with a 1-inch wide sanding belt. That would be the easiest and quickest and most precise.

Since you have more time now to do things like mess around with stuff, you might want to look at one of the sanders. You can find them for less than $70, and if you do much puttering on things, they come in handy. On top of that, they make a pretty good sharpener for things like knives.

Harbor Freight (you can google it) has a bunch of different sanders and Dremel clones for decent prices.
